Tangerang – Badan Anggaran (Banggar) Dewan Perwakilan Rakyat Daerah (DPRD) Kota Tangerang, Turidi Susanto mendesak serapan Anggaran Pendapatan dan Belanja Daerah (APBD) 2020 dapat dimaksimalkan di penghujung akhir tahun.
Turidi menyebutkan, memasuki bulan Desember, serapan APBD Kota Tangerang baru memdekati 73%. Musababnya, kata dia, lantaran masih ada sejumlah kegiatan dari beberapa instansi yang belum dieksekusi, sehingga anggarannya belum terserap.
“Sebut saja DPUPR, LH, dan Perkim Kota Tangerang,” katanya, usai rapat Paripurna Persetujuan Bersama Tentang Raperda APBD T.A 2021, di ruang paripurna DPRD Kota Tangerang, Senin 30 November 2020.
Wakil Ketua DPRD Kota Tangerang ini juga merincikan, dari anggaran belanja sebesar Rp. 3.9 Triliun, yang terserap baru 2,8 Triliun saja. Sehingga, lanjut Turidi, anggaran tersebut masih tersisa 1,1 Triliun.
“ya kalau dihitung sekitar 73 persen. Kita mendorong serapan ini dimaksimalkan, karena kita sudah ada refocusing anggaran,” ujar Turidi.
Untuk penggunaan rata-rata tahun 2020, Turidi menerangkan, anggaran terserap untuk percepatan penanganan pandemi Covid-19. Ia menilai, hal tersebut dianggap sudah maksimal. Untuk selanjutnya, dia berharap, hanya tinggal menunggu serapan anggaran untuk kegiatan yang bersifat fisik, seperti pembangunan dan perbaikan jalan.
“Artinya anggaran di 2020 ini sisa anggaran yang memang sudah dimaksimalkan untuk Covid-19. Di APBD perubahan, perencanaan kita adalah untuk memulihkan perekonomian,” ucap Turidi.
Selain itu, Turidi juga meminta Pemkot Tangerang untuk mempercepat pengembalian honor pegawai yang sejak pandemi mengalami kemerosotan.
“Lalu mengembalikan BOP, terus bantuan insentif yang 650 jadi 700, Anggaran THL yang awalnya 70 persen jadi 100 persen seperti itu,” tandasnya.
Sementara sebelumnya, Sekretaris Daerah (Sekda) Kota Tangerang, Herman Suwarman menyebut, serapan APBD Pemkot Tangerang tahun 2020 telah mencapai 70 persen. Ia mengklaim, akhir tahun ini minimal capaian di angka 80%.
Herman mengungkapkan, penyerapan anggaran terendah sejauh ini berada pada Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Kota Tangerang, Dinas Perumahan dan Pemukiman (Perkim) Kota Tangerang dan Dinas Lingkungan Hidup (DLH).
“Biasanya yang lebih rendah yang OPD teknis kayak PUPR, Perkim dan LH. Karena mereka yang dikerjakan fisik dan selesai di akhir tahun, sehingga penyerapannya sampai saat ini masih rendah,” tuturnya.
Herman menyebut, pihaknya akan menyelesaikan pekerjaan tersebut sebelum libur panjang hari raya Natal dan Tahun Baru 2022.
“Kita upayakan supaya kegiatan itu berjalan dengan jadwal yang sudah ditetapkan supaya diakhir tahun apalagi kondisi sekarang ada libur panjang sebelum tanggal 23 Desember semua kegiatan sudah selesai 100 persen,” jelasnya.
Kemudian Herman menambahkan, masa pandemi Covid-19 tak dipungkiri memberikan dampak dalam penyerapan APBD. Sehingga, kata dia, begitu banyak anggaran dinas yang dialihkan untuk percepatan penanganan Covid-19.
“Karena memang proyeknya kan untuk bahan bakunya terhambat, karena memang kondisi ekonomi. Kegiatan fisiknya juga terlambat tidak normal seperti biasa,” kata Herman.
