Belum lama ini masyarakat di ujung utara Nusantara yang berbatasan laut dengan negara Filipina, yaitu sebuah Pulau Kecil bagian dari Wilayah Kesatuan Republik Indonesia merasa tidak nyaman. Masyarakat Adat, Lokal dan tradisional di Pulau Kecil di Sulawesi Utara yang bernama pulau Sangihe ini sementara berjuang mempertahankan hak hidup dan kehidupan.


Sesuai dengan Undang-Undang No. 1 tahun 2014 (Perubahan atas UU No. 27 Tahun 2007) tentang Pengelolaan Wilayah Pesisir dan Pulau-Pulau Kecil pada Pasal 1 poin 3, maka Pulau Sangihe yang memiliki luas sekitar 736 kilometer persegi dinyatakan sebagai Pulai Kecil.


Dalam regulasi inipun diatur pemanfaatan Pulau Kecil yang diprioritaskan untuk kepentingan konservasi, pendidikan dan pelatihan, penelitian dan pengembangan, budidaya laut, pariwisata, perikanan, pertanian organik, peternakan serta untuk pertahanan dan keamanan negara. Bukan untuk wilayah pertambangan.


Namun, dengan adanya PT. Tambang Mas Sangihe (TMS) yang mengantongi izin SK Produksi nomor 163.K/MB.04/DJB/2021 yang dikeluarkan oleh Direktur Jenderal Mineral dan Batubara kementerian ESDM, Ridwan Djamaluddin, telah mengangkangi Undang-Undang yang melindungi Pulau Kecil.


Walaupun sebelumnya PT. TMS ini telah memiliki izin eksplorasi sejak 28 April 1997 dan telah diciutkan Wilayah Kontrak Kerjanya sebagaimana disajikan oleh data Daftar Kontrak Karya Keadaan Desember 2012 dalam situs resmi kementerian ESDM, pada prinsipnya aktivitas produksi tambang harus dihentikan.


Keberadaan aktivitas pertambangan di Pulau Sangihe jelas akan memberikan dampak besar yang akan mengganggu ekosistem baik secara teknis, ekologis, sosial dan budaya. Bagaimana tidak, Izin produksi dengan konsesi lahan seluas 42000 Hektar, yaitu lebih dari setengah luas pulau tersebut, sudah menjadi kawasan ruang hidup masyarakat pulau Sangihe.


Apabila aktivitas produksi terus berlanjut, lahan pertanian dimana sebagian masyarakat menggantungkan hidup dengan menanam umbi-umbian, kelapa, pala cengkih dan sagu akan hilang. Hutan yang akan rusak berpotensi menghilangkan habitat satwa dan tanaman endemic sehingga terancam punah.


Apalagi perihal limbah yang akan mencemarkan air di daratan, begitupun di laut tempat nelayan menggantungkan hidup terancam hilang. Tak terkecuali nasib terumbu karangnya. Di atas semua itu, terdapat rakyat yang hidup dengan kebudayaan yang tak terpisahkan dari tanah, air dan udaranya akan tercerabut.


Dengan pertimbangan itu, seharusnya negara hadir melindungi rakyatnya sesuai amanah Pancasila dan UUD 1945. Dengan membiarkan bahkan mengizinkan PT. Tambang Mas Sangihe beroperasi di Pulau Sangihe, maka negara abai terhadap rakyat dan membuka peluang konflik horizontal, mengancam keutuhan dan kedaulatan dimana kawasan tersebut merupakan wilayah perbatasan negara.


Oleh karena penjelasan di atas, Liga Mahasiswa Nasional untuk Demokrasi (LMND) mendukung perjuangan masyarakat Sangihe, Aliansi Save Sangihe Island, serta seluruh elemen gerakan menuntut Presiden Joko Widodo Cabut Izin Usaha Pertambangan PT Tambang Mas Sangihe (TMS) di Pulau Sangihe.
